Through the analysis of the diplomatic policy toward the Zionist Movement from Roosevelt to Truman , the article aims at showing the important role played by the United States on the Zionist Movement there were three factors that affected its foreign policy personal reason domestic politics and International environment. In the course of policy formulation, Truman faced greater domestic pressure, and the Truman administration constantly fell into a dilemma in International Environment. Strong domestic pressure urged the Truman administration to support the founding of a Jewish state while American interest in the Middle East called for keeping friendly relations with the Arab world. After much weighing and hesitation, Truman, came down on the side of supporting the Zionist Movement The U.S. foreign policy was to maximize its benefits.
